3/22/2024
The ratification vote concluded on March 21, 2024. The 2023-2024 Tentative Agreement passed with a winning number of YES votes for Unit A and Unit B. Following the CSEA 610 process, this agreement will be forwarded to the District Board of Education for approval.
Agreement highlights:
- 4% ongoing salary increase for 2023-24, retroactive to July 1, 2023
- One-time “off-schedule” 4% payment based on earnings for the 2023-24 fiscal year
Pending final approval, retroactive checks for the ongoing and off schedule increases would be disbursed in phases to qualifying employees. (District link)
- May to June – 4% retroactive checks for 2023-24 (covering July 2023 to April/May 2024).
- May to June – regular paychecks will include ongoing raises.
- September – off-schedule check, which is 4% of an employee’s earnings from July 1, 2023 to June 30, 2024.

An Informational Meeting has been scheduled on March 14, 2024 for Unit A and Unit B to discuss the 2023-2024 Tentative Agreement (see 3/5/2024 update below). The Ratification voting will be on March 15, 2024 via Balloteer starting on 3/15/24 at 7 AM and closing on 3/21/24 at 7 PM. Voting details will be emailed to members.

The Negotiations team for Unit A and Unit B have agreed on a Tentative Agreement (TA) with the District on the last remaining items on the table, including Compensation. Pending final checks from the CSEA field office (for the 610 Process), links to the TA will be posted here:
In order to protect members’ statutory rights to participate in the activities of this Union, every chapter of this Association shall negotiate a contract covering wages, hours and other terms and conditions of employment with the employer. The purpose of this policy is to ensure that negotiated agreements, as described in Section .8 of this policy, are properly approved by the chapter’s membership and the Association.

Unit A Reopener Update - Session 5 8:00 AM - 1:00 PM
The District presented its budget analysis to Unit A and Unit B bargaining teams. The District also provided a salary increase proposal of 4% ongoing for 2023-2024 retroactive to July 1, 2023 and 4% one-time off-schedule for 2023-2024.
CSEA Chapter 2 Unit A provided a counter proposal on the salary increase and on Article V: Compensation subsection B2e. Waiting on the District on these 2 items.

Unit B Reopener Update – Bargaining Session
CSEA presented a comprehensive tentative agreement proposal today to the District, including salary. CSEA is asking for a fair and reasonable salary increase, but the District is so far refusing our salary proposal.
Membership action is needed to reinforce our cause.
The next bargaining session is scheduled for March 1, 2024.

- Presented a snapshot of the District spending and budget. Will do a full budget presentation at the next bargaining session.

Unit B Reopener Update – Bargaining Session 3 9:00 AM – 4:00 PM
- CSEA countered the District’s proposals regarding compensatory time, medical coverage for retirees, and evaluations.
- CSEA and the District agreed on language regarding recent legal revision to bereavement leave and flexible spending accounts.
The next bargaining session is scheduled for February 21, 2024. We will start negotiations on salary at that time.

Unit B Reopener Update Bargaining Session 2 8:00 AM – 12:00 PM
CSEA and the District agreed on language to increase overtime opportunities for Heavy Truck Drivers.
The District presented proposals on compensatory time off, bereavement leave, and the
evaluation procedure. CSEA and the District did not reach an agreement on those items.
The next Unit B Negotiations session is on January 19, 2024.

Unit A Reopener Update - Session 2 10:00 AM - 1:00 PM
CSEA
- Discussed the District proposal on Article V - Compensation on the added clarifying language in Section B subsection 2e. CSEA asked for more information on the additional clarifying language regarding the DAM (District Annual Maximum) contribution.
- CSEA asked for more information on FSA (Flexible Spending Accounts) which includes maximum caps, rollover amounts, and the number of FSA participants.
- No new proposal.
District
- Presented counters on Article IX - Transfers and Promotions - Section A subsections 1b, 1c, and 1d.
- Presented proposals on Article VI - Days and Hours of Employment in Section J and Section S.
- Presented proposals on Article XI - Evaluation Procedure in Section C subsection 3.
- Provided CSEA with a break down of retirees prior to 9/1/2013 younger than 67. CSEA requested more information on full-time/part-time, more age break down, and unit break down. This information is used to clarify discussions for Article V: Compensation on Section B subsection 2e.
- Discussed MOU to make changes in Health Benefits for Kaiser (Out-of-pocket maximum from $1500 to $500 single/$3000 to $1000 family, and Pharmacy PPO from Express Scripts to CVS). These upcoming plan changes were also discussed in our Health and Benefits Committee reports.

Unit B Reopener Update – Bargaining Session 1 8:00 AM – 12:00 PM
CSEA presented its proposal on Appendix J – Transportation Branch Yard Procedures. The proposal would allow Heavy Truck Drivers in Nutrition Services greater access to overtime opportunities.
The District presented its first proposal on Article V: Compensation to add clarifying language on Flexible Spending Accounts, added language for medical benefit cost-sharing and eligibility, and updated benefit providers. Article VIII - Leaves of Absence, Section R was also presented to clarify immediate family members and added reproductive loss.
No counter-proposals were presented at this time.
The next Unit B Negotiation session is on January 8, 2024.

Unit A Reopener Update - Session 1 8:00 AM - 12:00 PM
CSEA presented its first proposal on Article IX - Transfers and Promotions - proposed additional subsection languages to address the processes involved in involuntary transfers in the District.
The District presented its first proposal on Article V: Compensation to add clarifying language on Flexible Spending Accounts, added language for medical benefit cost-sharing and eligibility, and updated benefit providers. Article VIII - Leaves of Absence, Section R was also presented to clarify immediate family members and added reproductive loss.
No counter-proposals were presented at this time.
CSEA will present proposals on Article III and Article VI; the District will present proposals on Article VI, Article XII, and Effects of Layoff in the next session.

On November 16, 2023, LBUSD announced its intent to participate in the Classified School Employees Summer Assistance Program (CSESAP). An outline of the program and eligibility will be communicated as they become available. LBUSD will be joining other surrounding districts in this program.

The Long Beach 2 ratification vote on the Temporary Contracting Out of HVAC Positions MOU - Unit B concluded on October 4, 2023. This MOU passed with a majority of YES votes.

Retro Checks Schedule
LBUSD approved the 2022-2023 Ratified Agreement for Unit A and B on the May 17 Board of Education meeting which includes a 9% salary increase for 2022-23 retroactive to July 1, 2022, plus a one-time “off-schedule” 3% payment based on total earnings for the 2022-23 fiscal year.
- 9% retro checks will go out by June 7.
- 9% ongoing raise by June 30.
- 3% one-time payment by September.

The CSEA Long Beach Chapter 2 ratification vote on the 2022-2023 Negotiations Tentative Agreements for Unit A and Unit B has concluded and are now ratified by the membership with a winning number of YES votes. The results will now be forwarded to the LBUSD Board of Education for final approval on May 17.
Retro checks should go out in June for the 9%, and the 3% bonus will go out in the Fall.

Increased Hours for Instructional Aide-Specials MOU Ratification Result
The CSEA Long Beach Chapter 2 ratification vote on the Increased Hours for Instructional Aide-Specials MOU concluded on 4/27/2023 and is now ratified with a winning number of YES votes. 136 online votes were cast out of 1395 possible online votes. This is the chapter's second time to utilize an online voting system. The result will now be forwarded to the District Board of Education for final approval.

According to Payroll, the 4.5% retro check will run next week and the 2.5% one-time off-schedule payment will run the first or second week of February. Once the retro check runs in January, the 4.5% on-schedule raise will be reflected in all future pay periods.

It is our honor to announce that on November 17, 2022, Unit A membership overwhelmingly ratified (98% voting yes) the Unit A 2021-2024 Successor Tentative Agreement and the Unit B membership overwhelmingly ratified (95% voting yes) the Unit B 2021-2024 Successor Tentative Agreement.
Today, we are notifying the District that both TAs have been ratified. Our goal is to make sure that retro checks are issued either before the December Holiday break or just after.

It is with great pleasure to announce that we have reached a Tentative Agreement with the Long Beach Unified School District.
During our site visits across the District, we heard you loud and clear. You did not want a drawn-out negotiations process and you wanted a competitive raise. You also did not want us to forego negotiating any of our initial proposal items. As soon as we ratify this agreement, we will be reaching out to you to start the 610 process for our 22-23 re-opener negotiations.
With that clear direction, we present to you our 2021-2024 Successor Agreement.
This Tentative Agreement must still be voted on to take effect. We will be putting out a ratification date soon. Be sure to attend our Chapter meeting on November 9, 2022 at the Teachers Resource Center at 5:00 pm to find out more.

The District presented us with a salary proposal and a proposal that would make language revisions to our leaves article in order to better conform to legal changes.
CSEA made proposals on salary, travel expenses for Catalina Island classified employees, healthcare, holidays, and term of agreement. TheDistrict did not counter but promised to review and come prepared for our bargaining session scheduled for Monday, November 7.
We will update you all on Monday at the conclusion of bargaining session.
